eGramSwaraj (Simplified Work Based Accounting Application for Panchayati Raj) was launched on National Panchayati Raj Day (April 24th) by the Hon'ble Prime Minister of India as a flagship component of the Digital India vision. Formulated by the Ministry of Panchayati Raj (MoPR) in technical collaboration with the National Informatics Centre (NIC), the platform establishes a unified digital operating system across India's 2.55+ lakh Gram Panchayats, 6,700+ Block Panchayats, and 750+ District Panchayats (Zilla Parishads).

Module A: Panchayat Profile & Governance Structure
Maintains the foundational master data for every local body tier. It records basic demographic census data, village geography, ward delineations, bank account details mapped to unique Local Government Directory (LGD) codes, and directory profiles of elected representatives (Sarpanch, Up-Sarpanch, Ward Members) and bureaucratic functionaries (Panchayat Secretary, Junior Engineer, Village Accountant). Module B: Decentralized Planning & GPDP Workflow

Mahila Sabha empowerment, women safety, leadership in standing committees, and health clinics.
4. Cryptographic Security & Segregation of Duties
To prevent individual malfeasance and embezzlement, eGramSwaraj enforces a strict Segregation of Duties (SoD) model using Class 3 Digital Signature Certificate (DSC) hardware tokens (ePass2003, mToken):
Maker Role (Creation): Panchayat Secretary
The Panchayat Secretary acts as the bureaucratic Maker. They prepare voucher entries against verified vendor invoices and Measurement Books (MB), attach expenditure head classifications, and digitally sign the draft payment order with their Maker DSC token. The Maker cannot authorize payment or disburse funds independently.
Checker Role (Approval): Sarpanch / Pradhan
The elected Sarpanch acts as the political Checker. They review the voucher details, verify that the expenditure matches the approved GPDP and Gram Sabha resolution, and apply their secondary Checker DSC. Only when BOTH cryptographic signatures are affixed does the PFMS gateway push the automated payment order to the banking system.
5. Public Transparency, Civic Oversight & Social Audit
Under Section 4(1)(b) of the Right to Information (RTI) Act 2005, eGramSwaraj serves as India's largest proactive disclosure portal for rural development expenditures. Every Indian citizen, student, social auditor, and journalist can inspect public reports for any Gram Panchayat across the country without registering or logging in:
- Approved GPDP Plans: Review the complete breakdown of every sanctioned activity, allocated budget, and funding source.
- Daily Day Books & Monthly Cashbooks: Inspect day-by-day cash inflows and disbursements with exact vendor names and voucher numbers.
